My idea was, a constitutional amendment allowing a national petition to be started and have the signatures of at least 20 members of the oireachtas and if for arguments sake half of the electorate signed then the government must call a gerneral election.

Any new comer has a huge battle on their hands ... made even harder if they don't have the support of a party machine, local government rep or oireachtas member ... even from the point of view of getting research, feedback from the council or answers from ministers ...

Even taking into account that purely national legislation isnt subject to the charter it is still a big power shift to the ECJ as EU legislation successfully negotiated (depending on your point of view) by irish ministers mandated by the oireachtas can be struck down.

You need to build a parser program to convert all that data from one format into another -- in Ireland's case, from the raw XML published by the Houses of the Oireachtas which is primarily intended as a print publishing format for the official record, but which also powers debates. oireachtas.ie.
