I suspect the real reason for this ‘policy’ of doing nothing about the scrote is financial – it’s cheaper to leave them causing massive local problems in poor areas and it makes no difference to the policy makers whether they are out of prison or not, other than that it would cost more tax to jail the sods – and policy makers pay tax.
