A bushfire can move from a mild ground fire with 1-2 metre flames, to an intense crown fire (throwing spotfires) within a matter of minutes …. it is simply a matter of a wind change turning a long flank into a headfire, or of a fire moving from an area of light to an area of heavy fuels.
