A leader in the Black Caucus in Congress, has represented New York's 15th congressional district since 1971, that's Charles Rangel. He is also the chairman of the House Ways and Means Committee. And as far as Ways and Means go, he knows what he's doing. The Way, for Rangel appears to be to abuse privilege ad absurdum, indeed ad nauseum, and the Means is his status as a government official. (In the Roman times, they'd toss his sycophantic carcass into the Rubicon – or perhaps accommodations on a cross on the Appian Way.) He has avoided taxes at all costs, which is odd for a non-libertarian. House Democrats have refused to do anything about it, despite the cash advance from tax payers paying their salary, and adherence to law and order being crucial to a civilized society.
