Also I think it was the name of the British officer who burned Washington, DC in 1814...
No, wait. Here it is. British naval commander of the expedition that ended up burning Washington DC (and also attacking Baltimore, where F.S. Key wrote "The Star-Spangled Banner") was Admiral Sir Alexander Cochrane. Cochrane had a similarly-named subordinate, though: Rear Admiral George Cockburn.
