It's a fairly common word - perhaps not so much in the US? A filip is something that imparts pep, a spur in a positive way.

It is not commonly used in the United States, I don't think, but I suspect (sadly) that it's because most people (myself included) don't know exactly what it means and so aren't comfortable using it... Though I believe I've seen it spelled fillip...?

Yeah - I noticed this morning that OED gives filip as an obsolete spelling of fillip. I was surprised by that as I'm pretty sure filip is the one I've seen more often.
First attested C18, from flip, as in a flick of the fingers on a cheek.
