Galoon is mentioned in my copy of Therese de Dillmont's Encyclopedia of Needlework. The web copy does not have it, although the technique for attaching it is still illustrated at http://encyclopediaofneedlework.com/chapter_1.html#fig_25'>http://encyclopediaofneedlework.com/chapter_1.html#fig_25. I have bought galoon off Ebay, where it appears to be a kind of braid or lace. It particularly seems to be double sided so one can attach it as a kind of binding. The lace galoon is often used in lingerie.
