If there is a fairly dramatic warming or cooling trend (front passing through) at the site, a max or min temperature can be in error (for more than one day as you mentioned) due to TOB, but not necessarily biased ( the min can be cold biased [warm front] or the max can be warm biased [cold front]making tave just in error not necessarily biased).
