It means that capitalism has, in post-WWII continental Europe, been seen as a particularly Anglo-Saxon ideology, characteristic of the USA and distinct from the 'democratic socialism' of e.g. Germany and France, in which the state plays a major role in the working as well as the regulation of the economy.
