Is was use d by a HP engineer to describe the undesirable motion of a prototype flying saucer that had thrusters around its outer circumference. In the pre-electronic control era, the ability to regulate the individual thrusting was not available. It appears in a National Film Board of Canada documentary including film footage of the phenomena.

CORRECTION
It was engineers at Avro Canada, working for the US Dept of Defense on its top secret flying saucer program that coined the term hubcapping.
