I saw this in the Botanical Gardens in Bogota. When I looked it up my online dictionary said: "An umbelliferous plant of Colombia, having an edible farinaceous root, cultivated in large quantities."
Wikipedia says: "Arracacia xanthorrhiza is a root vegetable originally from the Andes, somewhat intermediate between the carrot and celery. Its starchy taproot is a popular food item in South America where it is a major commercial crop."
