What is wrong with 12:00 noon? Some one asks what time, you say 12, think for a moment, and clarify with noon. Sure, you could have just said to start with, but when reading a clock, the brain has an easier time saying the number than saying "noon".

Technically you're right, seanahan, but it's still redundant. Not to mention the fact that people use this phrase to clarify that they don't mean midnight, in reference to an event that would almost surely never occur at midnight, so no clarification was really needed. I'd say this is true at least 90% of the time it's used.
"Let's meet for lunch at 12:00. Uh... noon."

Funn --ee! I laughed out loud at tuna fish -- mainly because I say it all the time! When I thought more about it, I realized that in my mind, tuna and tuna fish are two different things. One always comes in a can, the other never does.
One that gets me every time is a phrase you see in writing, sometimes spoken *cringe* that contains a morning time like: "We'll meet at school at 9:00 am Tuesday morning."
